The LoL Patch 13.11 will aim to balance out some overpowered stuff from the mid-season patch. Let’s see how Riot plans to tweak things around.

LoL Patch 13.11 Notes
Riot pushed out the mid-season Patch 13.10 on May 18 and with such a big amount of changes coming all at once, it’s expected to see high levels of volatility and imbalances across all roles and champions.
Based on the initial impressions by some of the professional coaches like Team Heretics’ coach Christopher “SeeEl” Lee, ADCs seem to be stronger than ever, especially those who can take advantage of the new Guinsoo Rageblade. We’ll continue to update the impressions in the upcoming days.
Former FNC ADC Bean shared similar thoughts on Rageblade being strong, but he also mentioned how it’s good as a second-item purchase. Crit champions will struggle more since the Noonquiver items don’t seem strong.
After releasing the initial mid-scope changes for Ivern, Riot publicly announced it won’t be shipping anymore since players weren’t satisfied with the tweaks. Instead, Riot will be bringing some QOL changes, as well as some buffs with the hopes of pushing him up the ranks.
There will also be a Rell mid-scope update coming, the last one after Neeko and the now-canceled Ivern update. Below you can find all the planned changes for her.
The new Patch 13.11 will also release the Worlds skins from last year’s World champions, DRX. They are currently available on the PBE servers and a total of six champions will be getting the special skin line.
Update (May 23): The League Dev Team have released the initial changes for the upcoming patch. Their goal is to fine-tune some outliers. You can find the details below.

How will the upcoming patch impact the meta?
It’s still early to make any judgment on the patch since Patch 13.10 just came out. I will be adding some of the initial impressions in the upcoming days and see if there’s anything that needs to be addressed right away. For now, however, players will have to keep on testing out all the changes and see which champions or builds are more successful.

- Rell now breaks Morgana’s Black Shield, then Stuns

- Applies passive and full damage to all targets
- Removed: Heal on self and ally
- Range: 685 in front of Rell, 150 behind ⇒ 520 in front of Rell, 220 behind
- Cooldown: 9 – 5 ⇒ 11 – 9 seconds
- Cast time: 0.35 ⇒ 0.5 seconds
- Deals 250% damage to jungle camps
- W – Ferromancy: Crash Down
- Rell leaps off her mount, Knocking up enemies for 0.75 seconds and dealing damage. Rell gains a shield, which lasts until she remounts. Then she enters armored form, gaining 12% (before it was 10%) bonus Armor and MR, 35% attack speed and 75 attack range, but is slowed by 15%. In this form, she can use Ferromancy: Mount Up.
- Active – Ferromancy: Mount Up: Rell mounts up and briefly gains 30% Decaying Movement speed. Her next attack within 3.5 seconds knocks up and throws enemies behind her, dealing additional magic damage. While mounted, she can use Ferromancy: Crash Down.
- Damage: 70/100/130/160/190 + 60% AP
- Shield: 30/55/80/105/130 + 10% max HP
- Flip Damage: 10/25/40/55/70 + 40% AP
- Dismounted Attack Speed boost: 15/20/25/30/35%
- Deals 250% damage to jungle camps
- Slidespeed from 85% of jump speed (650-750 based on distance jumped) ⇒ 100% of jump speed
- E – Full Tilt (New ability)
- Passive – Mounted Alacrity: Rell gains Movement Speed (based on level) while mounted, reduced in combat.
- Active – Full Tilt: Rell and an ally charge, gaining ramping Movement speed up to 20% over 3 seconds, doubled to 40% towards enemies or your bonded ally.
- After 1 second, Rell’s next attack or Shattering Strike explodes in an area for magic damage ⇒ E bonus damage no longer has a 1 second delay. E is not an auto attack reset though.
